Why the economics might work

HUC analysis, not a reported result

Our analysis: this was a public-purpose project, funded through a $32 million state Homekey grant plus City of Ventura and County of Ventura commitments. Hotels already have individual rooms, bathrooms, and corridors, which is part of why they have been used for housing programs. It is not a model of private investment returns.

The lesson for local owners

Hotels and motels can have buyers outside the hospitality world, including public agencies and nonprofits with dedicated funding. A disposition plan should consider that audience where it fits.
